South Australia

Energy bill concessions

To help with the cost of energy bills, a state government concession is available to eligible South Australians on low or fixed incomes. The energy concession covers both electricity and gas payments (including LPG bottled gas) for up to $217.90 per year.

Emergency Electricity Payment Scheme (EEPS)

If you are experiencing difficulty with paying your electricity bills, and you are eligible for a concession, you may be eligible for a relief payment through the Department of Communities and Social Inclusion’s Emergency Electricity Payment Scheme.

To apply, you will need to visit a financial counsellor who will make an assessment of your circumstances before an application can be made. If you need assistance locating a financial counsellor near you, you can visit the MoneySmart website for more information.

Medical heating and cooling concession

This energy concession assists South Australians on a fixed or low income who have a clinically verified medical condition which requires the frequent use of heating or cooling in the home to prevent the severe worsening of their condition. It is available to eligible applicants in addition to the current energy concession.

Victoria

Concession information

In Victoria, there are a number of concessions available to energy customers.

For more information on the types of concessions available, eligibility and applying for concessions please see the relevant section below.

Annual Electricity Concession

The Annual Electricity Concession reduces your bill by 17.5% for both electricity usage and supply charges.  This concession is applied to your bills throughout the year.

Note:

On 1 July 2012, an annual carbon threshold of $171.60 was introduced as part of the carbon tax compensation measure. This ensured that eligible households were not compensated twice by both the Federal and State governments for the same electricity costs.

The Australian Government’s carbon tax compensation total is $171.60 a year for electricity costs. This means that the State Government’s annual electricity concession will not apply to the first $171.60 of a concession card holder’s annual electricity bill.

 Off-Peak Electricity Concession

The Off-Peak Electricity Concession reduces your bill by 13% for off-peak electricity usage charges. This concession is applied to your bills throughout the year.

To be eligible for this concession, you must hold a valid concession card. This may include:

The concession is only available to eligible cardholders who are charged an off-peak tariff for separately metered electric hot water or slab heating. The concession does not apply to general electricity consumption during off-peak periods.

Service to Property Charge Concession

If your electricity usage is low, you may be eligible for the Service to Property Charge Concession.

In instances where the service to property charge is higher than charges for the electricity consumed at the property, the concession amount will be the difference between the two.

 Excess Electricity Concession

The Excess Electricity Concession was introduced on 1 December 2013 to ensure that the Annual Electricity Concession assists those most in need.

The threshold is reviewed annually, before 1 December, for the following year.  The current annual period is 1 December 2014 – 30 November 2015 (inclusive).

Who is eligible?

If your total electricity bill is more than $2,882 for the annual period, you will be required to apply for the Excess Electricity Concession to continue to receive the Annual Electricity Concession.

If you currently receive the Life Support Concession and/or the Medical Cooling Concession, you are not required to lodge an application form and will automatically receive this concession.

How to apply

Pacific Hydro Retail will identify if you need to apply for the Excess Electricity Concession and provide you with an application form.  Eligible concession cardholders will need to submit a completed application to the Department of Human Services.

The Department will check your eligibility and advise Pacific Hydro Retail. We will then calculate the Excess Electricity Concession and apply this to your electricity bill.

 

Medical Cooling Concession

The Medical Cooling Concession reduces your electricity bills during the summer period by 17.5%.  This concession is paid to eligible cardholders in addition to the Annual Electricity Concession.

The summer period dates are 1 November to 30 April (inclusive) each year.

Life Support Concession

The Life Support Concession assists customers who require the use of specific life support machines in their home.  The concession provides a discount that is equivalent up to the value of 1,880 kWh of electricity per year.

The Life Support Concession is not available to customers who have an eligible machine but do not hold an eligible concession card.

Either you or a permanent member of your household must be the user of the eligible life support machine in order to qualify for this concession.
